Lucy Dong serves as the Chief Finance and Compliance Officer for the San Mateo County Flood and Sea Level Rise Resiliency District (OneShoreline), where she provides executive leadership over the agency’s financial strategy, compliance, and operational infrastructure.

A key architect of OneShoreline's foundational infrastructure, Lucy designed and implemented the District's robust framework across finance, human resources, risk management, and compliance. She oversees OneShoreline’s full financial operations, including budgeting, treasury, investment and debt management, financial reporting, and auditing, while providing support to the Board of Directors and its Finance and Audit Committee. In her expanded capacity as Chief Finance and Compliance Officer, she leads the agency’s compliance program, ensuring adherence to regulatory requirements and mitigating organizational risk.

Lucy brings a distinctive dual expertise to her role as a CPA and CPFO, and a holder of a Master of Legal Studies. She strategically integrates her legal knowledge in negotiation, contract law, land rights, and government law to negotiate complex transactions, ensure regulatory compliance, and drive strategic growth.

Lucy is a graduate of the GFOA Leadership Academy (2024) and holds the Professional Certificate in Infrastructure Financial Management (IPWEA, 2022). Before joining the public sector, she worked for several Fortune 500 and high-tech companies in the San Francisco Bay Area.

Lucy earned her Master of Legal Studies from the University of California College of Law, San Francisco (formerly UC Hastings), and is a member and volunteer of the San Mateo County Bar Association (Barristers Section). She also holds an MBA from the University of Central Florida and a Master's degree in Electrical Engineering from Chongqing University.
