Lucy Dong

Lucy Dong is the Director of Finance and Administration for San Mateo County Flood and Sea Level Rise Resiliency District (OneShoreline), where she provides the financial and operational leadership critical to advancing the agency’s vital mission.
As a key architect of OneShoreline’s foundation infrastructure, Lucy has designed and implemented robust systems across finance, human resources, risk management and compliance. She expertly oversees the district’s financial operations, including budgeting, treasury, investment and debt management, financial reporting and auditing, while providing direct support to the Board of Directors, Finance and Audit Committee.
Lucy possesses a unique dual expertise as a CPA (advancing CPFO) and holder of a Master of Legal Studies. She strategically integrates her legal knowledge in contract, land rights and government law to navigate complex transactions, ensure regulatory compliance, and mitigate risk, thereby optimizing efficiency and driving strategic growth.
Lucy graduated from GFOA Leadership Academy (2024), and achieved the Professional Certificate in Infrastructure Financial Management (IPWEA, 2022).
Before joining the public sector, Lucy worked for several Fortune 500 and high-tech companies in the San Francisco Bay Area.
Lucy graduated from the University of California College of Law, San Francisco (formerly UC Hastings) with a Master of Legal Studies. She is a member and volunteer of the San Mateo County Bar Association (Barristers Section). Lucy holds an MBA from the University of Central Florida and a Master’s degree in Electrical Engineering from Chongqing University.
